Describes the history of relations between the Lapps (the Scandinavian indigenous people) and the Swedish public authorities. It presents the laws and regulations created by the Swedish government about the rights and duties of the Lapps (now called the Sami people), the context in which these laws were created, how they were enforced by local and regional administrations. Special attention is put on the fundamental problems that the Lapps have had in arguing for their rights to land use, that they do not have a written record to fall back on when they need to argue -- in court or in other negotiations -- about where and how they have for many centuries been exercising their way of living.
